कानून बदल देने से क्या रेप रुक जाएंगे?

On the day the President signed the ordinance related to hanging on rape, the same day, in different parts of the country, four minorities were deported. Of these two were innocent children. According to a report with 55 girls daily in the country, there is a rape. According to the figures of the year 2016, about 1 lakh cases are pending in court in the case of child sexual abuse. According to the report of National Crime Records Bureau of NCRB (NCRB) in the latest report on child sexual harassment by the Kailash Satyatti Children Foundation, it has been reported that during the period of 2013 to 2016, 84 percent increase in crime incidents against children in three years And 34 percent of these are cases of sexual harassment. In 2013, there were 58,224 cases of crime against children, which increased to 1 lakh 6 thousand 958 in 2016. Of course, the government has made death penalty for the perpetrators of the rape, under the criminal law (Amendment) Ordinance 2018, but will the rape stop? On this provision, the Delhi High Court has raised questions on Monday. On this law, a day before, the High Court has asked the Central Government whether the rap can be stopped by the death penalty. Have you made any study, research or legal assessment about this? Have you thought that the victim may have to face the consequences? The court questioned that when the rape and the order were held in the same manner, how many criminals would be allowed to live? Have you been asked to ask a victim what he wants? During the hearing on the petition challenging 2017 in the Rap Law, the bench of the Acting Chief Justice Geeta Mittal commented that in recent times (Dhua and Unnauna) should be on-the-spot after the Center revised the law, but Neither research nor any study for that. The government is not considering good reasons. There is nothing to help the victims of the rap. Nothing is being done to educate adolescents who are accused of rape. After the indecent sentence, the government has harassed rape-related legal provisions, but the rap and other crimes against women are increasing rather than being reduced. The real problem is to get rid of the matter only from the police station and the court can not be prosecuted. Even in cities, the complaint of the rap is also done, in towns and villages only those who enter the same complaint fall into serious difficulties. Then when the matter comes to the court, then there are only those who get luck. The rate of punishment in rape cases is about 24 percent, whereas only in case of girls, it is only 20 percent. There is an important aspect that cases in the courts take longer. In many cases of rape, their relatives and acquaintances are handsome. If we really want to tackle the rap, then we have to activate the police and the court more in the new scenario, the trial is fast. It has to be noted that in addition to making a fast track, the number of judges will also increase. There will be an offense on the appeal. Or should it be done that the appeal may be once again in the Supreme Court after the sentence and the Supreme Court should give the final decision within three months without any appeal. Apart from this, we have to change the thinking of the society too, in which society is found to be responsible for the indefinite comments of the people who are responsible for the offense, when there is a difficult change, but with strict laws, change in view, if positive change is possible . The government should have hardship with the wrong accused and their final decision should not be bailed. By doing this, neither will they be able to destroy evidence against themselves, nor can the witnesses get threatened, as well as the environment of fear will also be in the case of the crime.
